Archaeology & Cultural Heritage Report in relation to the Queens Parade redevelopment project
This Report describes the surveys and assessments conducted as part of the Archaeological and
Cultural Heritage Assessment for the proposed development. It describes the archaeological
baseline (monuments and historic buildings) of the site and the surrounding area; and presents an
assessment of the impact of the proposed development on said monuments and historic buildings.
This Report also describes the steps that should be taken prior to and during construction to
minimise any potential impact upon known cultural heritage assets within the development area. It
further outlines the steps to be taken to ensure identification of any potentially previously
undiscovered, sub-surface archaeological remains which may exist within the area of the proposed
development.

Bat Survey for Proposed Queens Parade Development
The level of bat activity at an area depends on many site-specific conditions,
but in general bats are more active in the months from April to September.
Where a colony of bats has occupied a roost, discrete evidence in the form of
droppings and other signs may remain for weeks or even years. However, in
some locations, evidence of bat activity may disappear quite quickly. The
degradation rate of evidence such as bat droppings is determined by factors
such as exposure to weather and by insect or fungal destruction.

Bird Survey - Queens Parade Development
RPS was commissioned by Bangor Marine to undertake an Ecological Survey for Birds at a proposed
development site at Queen’s Parade, Bangor. The aim of the report is to provide a description of the bird
survey methods used; to provide the detailed results of bird surveys; and to provide an interpretation of
the results. The Ecological Survey Report has been used to supplement and inform an EcIA of the site,
previously submitted to planning.

Japanese Knotweed Excavation - Queens Parade
The excavation works were undertaken between 28th October and 29th November 2019.
The excavation works were undertaken according to contemporary guidance from the
Environment Agency (2013)1
, Property Care Association (2014)2
and Invasive Species Ireland3
and were supervised by a certified Japanese Knotweed Surveyor.

Design and Access Statement - Queens Parade
In 2009, UTV dubbed Queen’s Parade, Bangor as the number one eyesore in Northern
Ireland based on the results of an audience survey. Ten years on, in May 2019, Bangor
Marine Ltd, a joint venture partnership between Farrans and the Karl Group have
been appointed as the preferred developers to deliver on a £50 million investment project
that will transform Bangor’s waterfront.

Transport Assessment - Queens Parade
As part of the development proposals, Marine Gardens and King Street car parks parking provision will be
removed, although the parking demand will remain within the local area. A review of the parking capacity
of existing car parks within an 800m walking distance of the site demonstrates that there is sufficient spare
capacity within these car parks to facilitate the removal of the Marine Gardens and King Street car parks.

WARD PARK

 

Eco Survey - Ward Park
Ward Park forms a crescent-shaped ‘green’ island, 17 hectares in size, located
in the inner suburbs of Bangor, close to the town centre. A small watercourse
flows from south to north through the middle of the Park and opens out into three
shallow interlinked ponds, totalling less than one hectare in surface area, which
are currently filled with silt. The ponds contain three islands, two of which – those
in the Middle Pond - are well wooded (Photo 1), and all three contain stands of
semi-natural vegetation, mostly in the form of scrub and rank grassland.

Pond Sediment Removal - Ward Park
The existing ponds in Ward Park contain large amounts of sediment and in some
locations the depth of water is very restricted. There are concerns that the reduced
water volume is having an adverse impact on both the aquatic and birdlife which
currently inhabits the ponds and surrounding area in Ward Park.

Noise Impact Assessment - Ward Park
F.R.Mark and Associates, noise and acoustic consultants were instructed by Doran Consulting to
carry out an assessment of the likely noise impact during the construction phase on any nearby
noise sensitive receptors. This is a large established park with residential properties, community
hospital, library, colleges/academy and churches near to the areas that will be landscaped.

Odour Impact Assessment - Ward Park
It has been determined that the sediment has high levels of organic carbon with some mineral
oils present. The material is a combination of deposited organic litter, including waste from
birds and wildlife, along with interspersed mineral oils. The sediment material is not inert and
should be disposed off-site to a licensed facility in accordance with the requirements of the
waste hierarchy.

Bat Roost Assessment - Ward Park
Bats use many roost sites and feeding areas throughout the year. These vary according to the
age, condition, sex and species of bat as well as the time of year and prevailing weather
conditions. Therefore, every mature tree or building is a potential bat roost. If evidence of
bats, or roosts, are found DAERA will have to be contacted.

Bangor Town Centre Masterplan - July 2011
Back in 2011 Bangor was classified by the Northern Ireland Statistics Research
Agency as a large town with a population of 76’400 persons (2001
Census data). Bangor is the third largest settlement in the province.
The study area for the Masterplan has been determined by the Town
Centre Boundary as designated by the Departments Draft BMAP and
includes Bangor Bay.

Draft 2023 City Centre Masterplan
Following on from the 2011 masterplan, the Place & Prosperity Committee of the council will convene to deliberate on the new draft city centre master-plan. It's important to highlight that, with regard to the 2011 plan, only one-third of the objectives were successfully achieved. Approximately 30% of the objectives remain uncompleted, while 37% are classified as "ongoing."

VOYAGER ART INSTALLATION
Created around 2018, this sculptural artwork was initially intended to be located on Bridge Street after the completion of the town's public realm works. However, the planning application was withdrawn by the council following objections from the Historic Environment Division regarding its placement in front of the McKee Clock. It was then decided to relocate the artwork to the proposed Marine Gardens once completed.
